A survey was conducted In 1970 and 1971 of the communication patterns of 1,500 research and development scientists and engineers working in Ireland. The techniques used in studying individual firms were adapted to suit the conditions within the country. The findings of this survey indicate that if international transfer of technology is to be fostered, more attention should be paid to the development of interpersonal and interorganizational contacts. This is not in itself a complete answer to international technology transfer, but this study suggests that it may well be the least expensive of the available mechanisms.
